MINUTES OF THE COMMITTEE MEETING
April 3, 2013 Conference Call
1. Roll Call: The roll was called and the following members were
present: Anna Louie (SF); Matt Pfeifer (GSJ); John Gouveia (Oak);
Vanessa Woodmansee (Oak); Paul Carleton, (GSSA); Sam Ducato (PCR);
Terry Horner (NORCAL); Betsy Ito (GSSA); Ben Herrera (GSJ).
2. MFP Committee Member Listing Additions and or deletions: Paul
Carleton stated he wanted to add one more member from GSSA to the
Committee but needed to talk to fellow representative Betsy Ito and
Commissioner Jeff Dubchansky before putting forth a name. Oakland ASA
added Fred Williams as the 3rd member of the Oakland representation.
The chair indicated names should be submitted prior to the next
scheduled meeting of the Committee which is April 27th so newly
appointed members may be added to the committee e-mail listing.
3. SP bats in FP. John Gouveia introduced this topic so there was
clarity on the new certification marker on bats for slow pitch
softball. There was some discussion and questions but the bottom line
is that bats that display the new ASA certification mark for slow pitch
are not legal for use in fast pitch. The recommendation to tournament
and league directors are to not allow these bats to be used in
invitational tournaments or league play. The ASA certification mark is
classified as the ASA shield. Please
refer to the ASA Website for more details.
4. Should the GSJ approved ASA sanctioned MFP events directed by Bob
Chapel be added to the 2013 North Pacific Coast Region MFP Qualifying
tournament list?
This topic was introduced by Matt Pfeifer commissioner for GSJ. It
arose out of a decision by Matt to allow Bob Chapels tournaments
scheduled in GSJ district to count towards the ASA requirement that C
teams must play in at least one ASA sanctioned tournament to qualify
for the ASA C Nationals. While each commissioner has the authority to
determine the requirements in their own district for qualifying for the
nationals they can only apply it to teams from their area.
Commissioner Pfeifer made a motion to allow all of the tournaments
scheduled by Bob Chapel, that do not directly conflict with the three
tournaments already recognized by the MFC (May 4-5, June 15-16, and Aug
3-4), count as a qualifying tournament for the ASA C Nationals. The
motion also required that Chapel meet the following conditions: The
tournaments must have the necessary insurance as required by ASA; the
teams must be ASA registered or Chapel must register them ASA and
collect and remit the required fees to the GSJ commissioner; the
umpires must be ASA umpires and assigned by the GSJ Umpire Association.
A completed tournament bracket must be submitted to the committee upon
completion of each event. The motion was seconded by Paul Carleton,
GSSA.
There was extensive discussion on both sides of the issue. A vote was
taken and the motion failed by a 4 (no)-2(yes) vote.
A second motion was then made by Matt Pfeifer, seconded by Paul
Carleton that 3 of the tournaments scheduled by Bob Chapel are allowed
to count as meeting the ASA requirements for qualifying for the ASA C
Nationals. The three tournaments are April 20-21 Lodi; June 1-2 Sonora;
July 13-14 Sonora. The motion also required that Chapel meet the
following conditions: The tournaments must have the necessary insurance
as required by ASA; the teams must be ASA registered or Chapel must
register them ASA and collect and remit the required fees to the GSJ
commissioner; the umpires must be ASA umpires and assigned by the GSJ
Umpire Association. A completed tournament bracket must be submitted to
the committee upon completion of each event. A vote was taken and the
motion passed 5yes, 1no. Vanessa asked Matt to inform Bob C of the
committee’s decision.
5. The committee instructed Chair Vanessa to contact the Commissioners
from the Hawaii, Nevada, SoCal and Central Cal associations to obtain
and clarify for publication on the Region 14 website and for Committee
reference the following information:
1. Their association MFP committee ACTIVE representatives;
2. Their association qualifying procedures for their teams wanting to
enter any 2013 MFP ASA National Championship events.
3. Their association ASA MFP Invitational Tournament dates (if any)
4. Their association roster freeze date deadline for teams traveling to
2013 ASA National Championship events.
Vanessa will be sending out an e-mail to each individual Commissioner
requesting the information listed above.
6. Open Forum: (Agenda Walk ons)
Terry brought up the SoCal ASA website, he pointed out that there might
be some outdated information listed and may be conflicting information
as to Committee Policies. It was determined that once communication is
established with SoCal we can address any conflicts on the website to
make sure that it matches the Region 14 website to avoid
miscommunication.
7. Next Meeting: Saturday, April 27th, 2013, 10:00 a.m. HARD District
Office, 1099 “E” Street, Hayward Please forward agenda items to Vanessa
as soon as possible.
February 19, 2013 Conf Call
1. Discussed legislation at the National Level that changed the
pitchers list to a players list
and listed all of Region 14's teams.
2. Went over the current committee list; Removed Jon
Abernanthy, Gary Burns,
Dick Grove, and Rick Appiano. Added Ben Herrera.
Asked chair Bob McCormick to contact the
commissioners to see who they would like on the
committee.
3. Silverhawks Team appeal- MSC to recomend to the National Committee
that Carlos Flores should be B,
Troy Parker should be A, Chris McGehee should be A,
Joe Janicke should be B, and Mike Spignola should be B.
also reviewed the appeal of Buddies and NSB and
determined they need to go play before their appeal is accepted.

C. NAFA/ISC Eligibility-
Discussion was
centered on legislative changes
made regarding pitcher and player eligibility to play in the ASA “C”
Nationals.
This was
initiated by John
Gouveia after the 2011 “C” Nationals in Prescott Arizona where the top
three
finishers had pitchers and players that in his opinion should not have
been playing
in a “C” National.
The new rules are:
1. No foreign players are allowed to pitch in the Men's Class C
fastpitch. They must be US citizens. If they have dual citizenship (one
being US) and they are classified C by
their local governing association, then they will be allowed to pitch.
There is no appeal and if a foreign pitcher is used it will be a
forfeit.
2. Fast Pitch players who participate in the
ISC World Tournament or the NAFA Open or AA-Major tournaments may only
participate in the Men's Class B or above in
ASA in the same calender year. The word 'participate' is key. If the
player is on the roster of a team at one of the above tournaments, is
in uniform and present at the event
and checks in as a member of the team then he is determined to have
participated. Even if he dosen't actually get in a game during one of
the tournaments he will still be ineligible
to play ASA C. This is also not appealable. With respect to the
ISC World tournament this means the top level tournament and does
not apply to the ISC-II or second level
tournament.

All of the dates agreed to at the October meeting for ther ASA
Tournament Series were discussed and confirmed as a go. No additional
tournament dates
were added. Other tournaments not part of the series were discussed
including the ASA 50+ tournament that will be held in Hayward on
September 7-9, the ASA National
Tournaments in Mankato, Minn., and Bob Chapels NAFA tournaments. There
were no conflicts. The ASA Tournament Series dates are;

2. 2009 Committee
policies;
The update to the
language in Item 4 of the 2009 Committee Policies was reviewed. The new
language clarified the committee’s position that rated pitchers from
other
softball organizations or who are unknown to the committee are rated
Major
until they submit an appeal.
3. Appeals;
It was MSC to drop
Joe Jacquez (GSSA) from the ‘B’ Pitchers List.
4. SoCal Activity;
Bob McCormick made
mention of the number of pitchers listed as SoCal that are probably not
still
active. The names Barnes, Blackburn, Clay, Martinez, and Obergon. Chairman
Gouveia will check
with SoCal contacts to see if these names should be dropped from the
list.
5. The committee
contact list was passed around from updating and posting on the website.
6. Special thanks to
Vanessa Woodmansee for putting together the General Information Release
and
Tournament Series Format Sheet that was emailed to program teams.

2. Team List Review: The committee reviewed the results from the 2008
ASA National Tournaments
a. B Teams
1. The following teams were dropped
from the list as they were either reclassified to C last season or were
or were no longer
playing- Amigo's, Black Sox/Hustlers, RAW, Raymar, Angels, Rounders.
2. The following teams were added to
the list- Team Pape, Santa Rosa FP.
3. All other remained the same.
b. A Teams: IAC and Rainey played as one last
season. Leave IAC on the list as an A Team.
c. Major Teams: Casa Trejo A-1 Bombers.
3. Pitchers List:
a. Major-Tony Peoples and Travis Price remain.

4. Review of ISC, ISC-II, NAFA (all levels). The committee reviewed the
results of National Tournaments by these organizations
to compare results against teams and pitcher
classification by Region 14. No further changes were made as a result
of this review.
5. Review of current Region 14 Policies: The committee reviewed current
policies and engaged in a lenghy discussion regarding the need
to modify policy to address the issue of players
playing in ASA Nationals following playing in other association
Nationals. The question was
whether we want a general policy change or handle
each situation on a case by case basisi. It was decided that since the
ASA National
rosters have to be approved by the local ASA
association that for the most part current rules will surfice. For
example-Players must
play in ASA in the region to be picked up for the
Nationals by a team from that region. However, a slight
modification was made to
#4 adding that 'pitchers from other organizations
(ie NAFA, ISC, etc.) are classified Major until classified and rated by
this committee'.
6. Tournament Program for 2009
a. Joint ASA/NAFA Proposal: Bob Chapel submitted a
proposal to make all the travel league events dual ASA/NAFA events. He
also
submitted a tentative schedule
idenifying tournamnet directors for each. THe committee made the
following decisons: Teams have to
be ASA registered. The umpires have to
be ASA umpires. ASA Commissioners in the areas of the tournaments have
to sanction
the event. NAFA can sanction each event
and NAFA registration fees may be collected but can not be mandated nor
can it be made
part of the entry fee. ASA teams cannot
be forced to pay the NAFA registration. Chapel may request total
payment for all his events
prior to the start of play but he still
must take teams if they chose to pay for each event individually.
b. ASA Registration: A registration fee of $20.00
must be collected from each team at their first event (even if they
have already
registered with their local ASA
association but they will receive a refund). This ensures all teams
will be ASA registered at their
first event. All registration
will be forwarded to John Gouveia who will forward it to the
appropriate commissioner.
c. Eligibility for Nationals Play: Teams have to
play in one of the ASA travel league evenyts to be eligible for ASA
Nationals. They
have to play in two events to be
eligible to play in the season end money tournament.
d. Format of Tournaments: Must be either round robin
or three game guarantee. This up to the tournament director. There will
be
no point system in effect.
e. Cost of Tournaments: May charge up to $450.00 per
tournament. Twenty five dollars goes to the winning team of each event
and twenty five dollars goes into
the fund for the money tournament. The entry fee for the money
tournament will be $200.00.
f. Rosters: A roster must be turned in at the
first event played by a team. The rosters will then be forwarded to the
tournament
director of the next tournament
on the schedule. Teams must turn in new rosters if there are changes.
Roster freeze date July 31.
g. Tournament Directors: A director will be
idenified for each tournament in this series. John Gouveia will be the
overall director of
the series.
h. Proposed Schedule: (Those dates and places for
Bob Chapels events may change depending on what he decides relative to
the joint ASA/NAFA proposal

Approved the appeal of Prime Time (now known as San
Diego Prime Time) and removed them from the B list on the condidtion
they not be allowed
to add any players rated B or higher to their
roster. Also removed Mitch Mendenhall and Dan Zupp from the B pitchers
list. (Horner/Carlton)
Tabled appeal from Rude Pac and instructed the chair
to contact their manager and request more information on Tournament
results and stats.
b. Pitchers list;
Approved the appeal of Mike Milligan and removed him
from the B list. (Grove/Carlton)

Conference call
1. Roll call; John Gouveia, Sam Ducato, Anna Louie, Vanessa Woodmansee,

2. Order of Business:
a. Team List- No Appeals
b. Pitchers List- Approved appeal of Sean Barker and removed him from
the B List (Carlton/McCormick)and was unanimous.
c. Player List- Player appeals for Carlos Flores and Troy Parker
referred back to Central Calif. per Region 14 classification guidelines.
d. National Restricted Player List- Italian Athletic Club is appealing
five (5) players that appear on the new ASA restricted player list. IAC
requests that Nate Devine, Joel Manfredi, Tony Peoples, Steve
Pinniochio, and Travis Price be removed from the list so they can
participate
at the 'A' level. This can only be done by the ASA classification
committee,
but it was suggested that the Region 14 committee make a
recommendation. The recommandation was to approve the request
(Carlton/Louie) and was
unanimous.

Roll Call: John Gouveia, Sam Ducato, Anna Louie, Vanessa Woodmansee,

1. Team List:
A Teams; IAC is the only A team on the list. However they may be
impacted by the action of the ASA National Governing Body, which placed
6 of
their players on the Restricted Players List (RPL). If IAC wants to
appeal any of these players/pitchers designation, they must present
their case to their local committee, who will forward it with its
recommendation to this committee. This committee will forward it with
its
recommendation to the National Association.
B Teams; There were no changes in the Northern and Central
California teams from the list produced at the September 29, 2007
meeting.
Southern California; There was no representative from Southern
California. John Gouveia will contact Robert Hernandez to get his
assessmment
of the teams in that area. It is anticipated that a number of Southern
California teams will want to play in the ASA C Nationals because of
their
location in Arizona.
2. Pitchers List:
Major; Travis Price and Tony Peoples were moved to the Major list
because of their placement on the ASA RPL list. (MSC Ducato/Louie)
A List; Mark Bennet was moved from the B Restricted list to the A list
because of his preformance at the B Nationals. (MSC Ducato/Horner)
B Restricted List; No changes made.
B List; BJ Hunhoff was added. The committee classified him at this
level prior to the B Nationals so he could pitch with the Angels. (MSC
Carlton/
McCormick) No other changes were made to the list except a housekeeping
item showing Mike Milligan from GSSA rather than SoCal.
3. Tournament Schedules/Fees:
The tournament series dates, locations and format was finalized as
follows;
>April 5-6 Hayward...............3 game bracket
>April 19-20 Fairfield.............Round Robin/single elim
>May 3-4 Fairfield..................Round Robin/single elim
>May 24-25 Hanford..............3 game bracket
>June 7-8 Folsom...................3 game bracket
>June 28-29 Sonora...............3 game bracket
>July 19-20 Hayward.............3 game bracket
>August 16-17 Davis................3 game bracket
Entry fees are $410 maximum for a 3 game bracket and $430 maximum for a
Round Robin/single elim..
4. Tournament awards:
Apply only to C teams.
Travel Fund awards will be made at the end of each event to that
weekends winner. The amount will depend on the number of teams entered.
Twenty five ($25.00) dollars from each teams entry fee will be set
aside for the pay out..
A final travel fund award will be made to the winner of the July 19-20
event. The amount will be based on the number of teams entered
thoughout the season with $25.00 of each entry fee from each team
entered in all the events to that point will be set aside for this
award.
The May 24-25 event is a separate money event and is not considered
part of the previously stated. This event will have an upper/lower
division payout.
To be eligible for the final travel fund payout, teams must have played
in two series events during the season. The Hanford (May 24-25)
event will count as one of the events played in.
Note- B Teams are encoraged to work together to select the above
tournament dates they can play in. The tournament directors will make
every effort to accommodate the B teams. In addition if these teams
want to schedule separate events they can work with their local
commissioners
to obtain help in scheduling fields and umpires.
5. Policy Review:
In reference to the Committee Policy List (at the top of this page), It
was MSC (McCormick/Carlton) to add Players may only play one level
below
their current classification. Their
current classification is determined by the classification level of the
team they played on last. Additionly,
five was changed to four in this section to match the change in the ASA
Code at the National Convention.
6. Other items:
Concerning the question of whether the committee wanted to pursue
having a specific set of umpires identified to work the tournament
series. It
was a unanimous committee decision not to pursue this but instead let
the local UIC determine the umpires for the event.
There was a brief discussion regarding the NAFA tournaments being
scheduled by Bob Chapel. In response to the question Chairman John
Gouveia made it clear that we did not take those events into
consideration one way or the other when scheduling the tournament
series and that
ASA umpires may choose to umpire those events. Howeversince ASA is not
sanctioning these events, umpires cannot wear ASA equipment/
uniforms nor are they covered by ASA insurance. Also, the field owner s
policy if purchase by that field owner would also not be in effect.
Chairman John Gouveia will be sending out the committee list for
updating of contact info and placement on the website.
