  Committee Policy for 2008 for the Team List and the Pitchers List.
  (As of January 27, 2008)

1. Teams & Pitchers have the right to appeal their classification to the Region 14 Men’s Fastpitch Classification Committee. The appeal should be based on participation for that current year. If the listing of the team is from the ASA Code, the appeal is not complete until ALL steps have been approved.
 
2. Teams must compete at or higher than the level indicated on the Pacific Coast Region Team List.

3. Pitchers must pitch at or above the level indicated on the Pacific Coast Region 14 Pitchers List. No more than one pitcher listed as B restricted may pitch on a "B" team in a season, except for the National Championship Finals.

4. Pitchers that live and work outside Region 14 will be rated Major until they submit a letter to the Region 14 Classification committee PRIOR to participating in championship play for a team in Region 14 each season. This letter must include team(s) played for, the level at which they played, and any statistics (team & individual) for the last three years.

5. The Classification Committee reserves the right to move a team and/or pitchers up during the season, no matter what berth they may have earned, as long as it is matched at the higher level.

6. Appeal process. Team & Pitcher appeals must be in writing. Those appeals will only be heard at regularly scheduled meetings of the classification committee. Appeals should be made 48 hours prior through your local classification committee or association representative.

7. (ASA Code 507F2b) A team that has a combination of four or more players on a roster, including pick-ups, from a team or teams subject to mandatory reclassification , restricted classification or are on the PCR team list must maintain the classification as assigned. Players may only play one level below their current classification.

8. Mens fastpitch 'C' teams wishing to go to the "C" Nationals must play in 1 ASA Sanctioned event to be eligible.

MINUTES OF THE COMMITTEE MEETINGS

April 29, 2008
Conference call

1. Roll call; John Gouveia, Sam Ducato, Anna Louie, Vanessa Woodmansee, Matt Pfeifer, Bob McCormick, Sean Melvin, and Paul Carlton,
and Dick Grove.

2. Order of Business:
a. Team List- No Appeals
b. Pitchers List- Approved appeal of Sean Barker and removed him from the B List (Carlton/McCormick)and was unanimous.
c. Player List- Player appeals for Carlos Flores and Troy Parker referred back to Central Calif. per Region 14 classification guidelines.
d. National Restricted Player List- Italian Athletic Club is appealing five (5) players that appear on the new ASA restricted player list. IAC
requests that Nate Devine, Joel Manfredi, Tony Peoples, Steve Pinniochio, and Travis Price be removed from the list so they can participate
at the 'A' level. This can only be done by the ASA classification committee, but it was suggested that the Region 14 committee make a
recommendation. The recommandation was to approve the request (Carlton/Louie) and was unanimous.

1. Team List:
A Teams; IAC is the only A team on the list. However they may be impacted by the action of the ASA National Governing Body, which placed 6 of
their players on the Restricted Players List (RPL). If IAC wants to appeal any of these players/pitchers designation, they must present
their case to their local committee, who will forward it with its recommendation to this committee. This committee will forward it with its
recommendation to the National Association.

B Teams; There were no changes in the Northern and Central California  teams from the list produced at the September 29, 2007 meeting.

Southern California; There was no representative from Southern California. John Gouveia will contact Robert Hernandez to get his assessmment
of the teams in that area. It is anticipated that a number of Southern California teams will want to play in the ASA C Nationals because of their
location in Arizona.

2. Pitchers List:
Major; Travis Price and Tony Peoples were moved to the Major list because of their placement on the ASA RPL list. (MSC Ducato/Louie)

A List; Mark Bennet was moved from the B Restricted list to the A list because of his preformance at the B Nationals. (MSC Ducato/Horner)

B Restricted List; No changes made.

B List; BJ Hunhoff was added. The committee classified him at this level prior to the B Nationals so he could pitch with the Angels. (MSC Carlton/
McCormick) No other changes were made to the list except a housekeeping item showing Mike Milligan from GSSA rather than SoCal.

3. Tournament Schedules/Fees:
The tournament series dates, locations and format was finalized as follows;

>April 5-6 Hayward...............3 game bracket
>April 19-20 Fairfield.............Round Robin/single elim
>May 3-4 Fairfield..................Round Robin/single elim
>May 24-25 Hanford..............3 game bracket

Entry fees are $410 maximum for a 3 game bracket and $430 maximum for a Round Robin/single elim..

4. Tournament awards:
Apply only to C teams.
Travel Fund awards will be made at the end of each event to that weekends winner. The amount will depend on the number of teams entered.
Twenty five ($25.00) dollars from each teams entry fee will be set aside for the pay out..
A final travel fund award will be made to the winner of the July 19-20 event. The amount will be based on the number of teams entered
thoughout the season with $25.00 of each entry fee from each team entered in all the events to that point will be set aside for this award.
The May 24-25 event is a separate money event and is not considered part of the previously stated. This event will have an upper/lower
division payout.
To be eligible for the final travel fund payout, teams must have played in two series events during the season. The Hanford (May 24-25)
event will count as one of the events played in.
Note- B Teams are encoraged to work together to select the above tournament dates they can play in. The tournament directors will make
every effort to accommodate the B teams. In addition if these teams want to schedule separate events they can work with their local commissioners
to obtain help in scheduling fields and umpires.

5. Policy Review:
In reference to the Committee Policy List (at the top of this page), It was MSC (McCormick/Carlton) to add
Players may only play one level
below their current classification. Their current classification is determined by the classification level of the team they played on last. Additionly,
five was changed to four in this section to match the change in the ASA Code at the National Convention.

6. Other items:
Concerning the question of whether the committee wanted to pursue having a specific set of umpires identified to work the tournament series. It
was a unanimous committee decision not to pursue this but instead let the local UIC determine the umpires for the event.
There was a brief discussion regarding the NAFA tournaments being scheduled by Bob Chapel. In response to the question Chairman John
Gouveia made it clear that we did not take those events into consideration one way or the other when scheduling the tournament series and that
ASA umpires may choose to umpire those events. Howeversince ASA is not sanctioning these events, umpires cannot wear ASA equipment/
uniforms nor are they covered by ASA insurance. Also, the field owner s policy if purchase by that field owner would also not be in effect.
Chairman John Gouveia will be sending out the committee list for updating of contact info and placement on the website.

Review Team List:  The committee reviewed the current team list

and removed the following:

Also; Spelling correction on Romie’s Angels and added

Lumberkings to Taylor Farms to reflect their merger.

The Committee reviewed the results of the National Tournaments to see if any team should be moved up in classification as required by code. There were none. 

The Committee reviewed all the Region teams that played in the “C” Nationals to determine if any of these teams should be moved to “B” classification. There were none. 

Review of Pitcher List:  The committee reviewed the current pitcher list to see if any pitchers should be removed because they are no longer competing or no longer in Region 14.  The following pitchers were dropped from the list based on this criteria: 

            Dave Dodson, Joe Givens, Bruce King, Bodie Smith

            Also; Changed Ed Gasper to gssa

The committee reviewed the list to see if any one on the current list should be moved up in classification.  The following pitcher was moved from the “B” restricted list to the “A” list:

Policy Changes for 2008;

                        Travel League/Tournament Series

A representative did not attend from Southern Calif. or Central Calif. so their programs were not covered.  The Northern Calif. series was discussed

and a proposal by Bob Chapel was reviewed. The committee is recommending the following be used for the 2008 season;

“A” and “B” Team managers will meet and decide themselves which weekends they could all attend and notify that event director to try and secure a field. “A” and “B” teams will not participate with the “C” teams in the Tournament Series.

(Oct. 27) Program for the "C" teams to follow

Umpires; Chairman John Gouveia will contact the commissioners and UIC’s to set-up some sort of pool to be assigned primarily to this series.

The committee feels the North Pacific Championships and the Regionals are probably not needed at this time and should not be scheduled. It also suggests the roster freeze date for our region be July 11th.

The first appeal meeting of 2008 will be Jan. 26th in Hayward. The remaining meeting schedule will be discussed at that meeting.

III. Order of Business:

A. Review and Update Team, Pitcher and Player List and Applicable Policies

1. Policy Review:
a. Criteria For Moving Teams in Classification:  There was a discussion as to what criteria would be used to move teams up in classification.  It was moved by Paul Carleton and seconded by Sam Ducato and unanimously passed, that for purposes of the initial review that only the National Code would be used.  This does not preclude the committee from reclassifying teams during the season.
b. B Restricted Classification:  There was a discussion about the need for the B restricted classification for pitchers. The committee decided to leave the classification intact so that pitchers on the A/B bubble have a place to pitch and yet there can’t be two pitchers on the same team at that level.
c. Classification appeal submittal deadline:  There was a discussion about the lead time needed for presenting appeals to the committee.  It was agreed that a minimum of 48 hours prior to a scheduled meeting was reasonable for submittal of appeals to the committee.
d. Player List:  The question was raised about the need for a player list.  It is difficult to maintain and may prevent a player from playing at the appropriate level.  After a great deal of discussion, Sam Ducato moved and Chris Wright seconded a motion to maintain a list, drop off all names prior to the 2004/05 season, and require all teams classified B to identify a minimum of 8 players on their roster that
will be considered as counting as B players for classifying a  team.  All other players on the roster may be dropped from  the players list if the local commissioner agrees.  Teams  with 5 or more players from the Player List must play B or

higher.  The same policy shall apply to A teams however  those players not identified as A players shall still be  designated as B players for purposes of determining the  classification of a team.
 e.  Pitcher from Outside Area:  Concern was expressed that  pitchers from outside region 14 that want to pitch in the  travel leagues would not be able to under our current policy  that specifies they are classified as Major pitchers until the  classification committee reviews their status.  It was  decided that the tournament directors can handle it as they  see fit until action can be taken by the committee if  necessary.

2.  Team Review:  The committee reviewed the team list and updated it to reflect the current status of each team.  This resulted in the following by unanimous vote:

B.  Travel League Reports:
 1.  Pacific Coast Series Report-The main topic of discussion was the umpire situation in terms of availability and quality of umpires in the travel league.  The travel league weekend scheduled for Reno last season was cancelled because of lack of available umpires.  The competition for umpires is high when there are competing JO and slow pitch tournaments in the area at the same time as the fastpitch tournaments.  There was discussion about paying the umpires more and covering their expenses to draw better umpires.  Jon Abernathy indicated he had no problem paying their expenses but he was not going to make room reservations for them because of past bad experiences.  He will give them a set amount and they can make their own plans and reservations. The committee recommended Bob Chapel take the same approach.   Concern was expressed that paying the umpires more may not result in better umpires willing to work the tournament series but instead may just raise expectations of existing umpires for higher pay. All agreed there was no easy solution because of the competition with the JO and slowpitch programs except to try and schedule the tournament series when there aren’t competing tournaments in the area.  It was mentioned that Travis AFB has an excellent umpire crew that the tournament directors should consider using.

Jon Abernathy presented a proposal for tournament play that would have all teams, regardless of classification, playing in the same pool in a round robin format on Saturday.  There would be an equal distribution of B and C teams on Saturday with the teams with the best record moving to one group on Sunday and the teams with the worst records moving to another group on Sunday.  Points would be distributed by order of finish and would be used to determine eligibility for National tournament play.  It could also be used to classify teams.  Concern was expressed that B teams would not get the level of play they desired by playing C teams and C
teams might object to having their berth to the Nationals determined through playing B teams.  The committee took no action on the proposal.

Paul Carleton raised an issue about the format of the tournaments.  He believes the five game guarantee doesn’t create the same level of intensity as you find when you are playing in an “elimination” tournament such as
the Nationals.  Teams often lose interest and experience has shown that teams may not even show on Sunday if they have played poorly on Saturday.  As a result teams may not be as well prepared as possible for Championship play.  Carleton made a motion, seconded by Sam Ducato, to use the same format used in the ASA Nationals, that is a double

elimination tournament but with a three game guarantee.  The committee voted to implement this proposal but to allow some flexibility with the
tournament director at the C level if desired by the C teams.  They would be required to use this format at least three weekends.
 
The schedule for the Pacific Coast Series was presented.  The dates and locations are as follows:

  1.  Vice Chair:  With the resignation of Robert Hernandez, the committee    lost its vice chairman.  Sam Ducato volunteered to assume that position.
  2. Player List:  Paul Carleton volunteered to maintain the player list.  Each   chair of the respective local classification committee will submit the    rosters with the designated player level to Paul.
3.   Timing of Regionals:  There was a discussion regarding the timing of the Regionals.  Concern was expressed that the current schedule results in very few teams participating resulting in cancellation of the event.  The question was asked during the discussion as to whether we even need the Regionals.  It was suggested that if they were cancelled, the berths from the Regionals could go to the National Qualifier or an additional weekend could be added to the tournament series with the berths going there.  The committee will consider the issue further after the item is discussed by the Pacific Coast Region as the event has already been awarded for 2007.

C. Appeals
a. Savala Painters:  Decision: No action taken due to the number of “B” rated players from other teams currently on their roster. Team was 12-2 so far in the Central Cal travel league. Committee felt they would like to see this team play against “B” competition before considering their appeal.
b. Oroville Braves: Decision: The committee denied the appeal. The Braves do not appear to be competitive at the “B” level as their 0-5 record indicated but had only participated in one event so far. The committee understood that weather has been a major factor but would like to see teams play more before being reclassified.
c. West Coast Cardinals: Decision:  The committee denied the appeal. Team can continue playing “B” and appeal again when more results are available.
d. Energy Link: Decision: Denied for the same reasons as above.  10-4 record so far.
e. Pitcher:  Discussion on whether to place Ron Epps on the “B” list. There is a question regarding Mr. Epps’ eligibility in championship play. Decision: To not place Ron Epps on pitcher list but to continue to monitor his play and re-classify if necessary.

D. Travel Leagues
a. All leagues had lost several dates to weather and did not have many results to report. The Pacific Coast League had 8 teams participating in their two events, Central Cal has 10 in theirs and the Southern California Alliance had 16 and 19 teams in their two events. More results should be available at the next committee meeting.

I. Call to Order:  The meeting was called to order by John Gouveia at 10:00am.

III. Order of Business

A. Review Committee Policies for 2006
a. Player List:
1. It was noted that there are two Biagini’s on the player list.  It was clarified that one is a Junior.  This will be corrected.
2. Chris Wright felt the list was in error because in several cases a player was listed twice but at two different levels, e.g. A and B.  John Gouveia explained that was due to the fact the that player may have played at both levels and since the names were taken from the sign in rosters at the Nationals they would show up on both.  Chris pointed out some other issues with the list.  John Gouveia asked him to review the roster and identify areas of concern and provide this information to him.
3. There were three appeals by individual players to remove them from the Player list so they could play at the C level.  If not removed they would continue to be counted toward the 4 player limit necessary for a team to remain at the lower classification.  John Gouveia reminded the committee that the policy of the committee was to not classify individual players as their level was based strictly on the classification level of the team they played for the previous season.  Unless the committee changed the policy the three appeals before the committee would be denied based on the policy. There was a great deal of discussion about the pros and cons of this policy.  It was pointed out that the teams could appeal their entire designation after playing at least one weekend at the higher level.  While teams can appeal their entire designation at a later appeal meeting, they could be put at a disadvantage for qualifying for a national berth at the lower level.  As a result of the discussion, several motions were made and approved.  Sam Ducato moved and Paul Carleton seconded, that individual player appeals will not be taken up by the committee.  Further, that a method will be worked out to not disadvantage those teams, in seeking a National berth, that played at the higher level but were then dropped in classification later in the season.  The motion was approved.  John Abernathy moved, and Anna Louie seconded, that when a team was moved to a lower classification they must identify the four players that will continue to be designated at the higher level, for the committees review and approval.  The motion was approved.
 

B. Review Updated Team and Pitcher List
a. There was a brief discussion of the actions taken by the committee at it’s October 1, 2005 meeting.
b. There was a question regarding the reason two pitchers were moved from C to B at the October meeting since their team did not get moved up.  Discussion was tabled until the appeal on these two pitchers was heard.

C. Appeals
a. King Real Estate:  They were moved up from C to B by the committee at it’s Oct 1, 2005 meeting because they met one of the five criteria used by the committee in making this determination.  The appeal was presented in person.  Decision:  The committee denied the appeal because there was nothing on which to base a change from the Oct. 1 decision.   They were advised to play in one or two events at the B level and then they could appeal at a future committee meeting if they still believed they were unable to compete at the B level.
b. Bay Area High Reach:  They were moved up from C to B at the Oct 1 meeting.  The appeal was presented in person.  Decision:  Denied for the same reasons as above.
c. Pitchers:  Jose Calderon, (Country Club), Brad Wilson, (Country Club), and Tom Biko, (Savala Painters), requested to be reclassified from B to C.  They had been added to the B list at the October 1, 2005 meeting due to a clerical reporting error.  Their teams remained at the C classification.   Chris Wright made a motion, seconded by Sam Ducato to grant the appeal of all three.  Decision:  Approved.
d. Pitcher:  Joe Salcido, (Raymar) requested to be reclassified from B to C.  Joe was moved up with his team, Raymar, at the start of the 2005 season because of their finish at the C nationals.  Joe pitched at the B level during the 2005 season.  Statistics were provided.  Decision:  Approved but will remain on the B list as a player.
e. Players:  Donald Wood, (West Coast Cardinals),Todd Pitman, (West Coast Cardinals), Cary Anderson (Rockers) requested to be dropped from the player list which would allow them to play at the C level without counting toward the limit of 4 higher division players on a lower division team.  Decision: Denied as individual player appeals are not considered by the committee.

D. Travel Leagues
a. Roster Freeze Date.  The roster freeze date for C teams in northern and central California is July 21, 2006.  In Southern California it is July 14, 2006.
b. Pacific Coast Series Report:  Bob Chapel gave a brief report including a schedule of events.  There is a managers meeting Saturday, Feb 11 at the Italian Athletic Club in Stockton.  Entries must be received Friday, one week prior to the event.  Teams need to get their forms and fees in early to ensure a spot as there will be limits to the number of teams that can be accommodated.  John Gouveia stated that the C event in Hayward May 6/7 can be modified to include a B component as well.
c. Central Cal Report:  There was no representative from Central Cal but Bob Chapel presented their schedule.
d. Southern Cal Alliance Report:  Robert Hernandez and Lou Enriquez shared in presenting their report.  They provided a handout that listed the teams.  There are 11 A/B teams and 13 C teams.  In the A/B league they are also allowing major pitchers and their teams on Saturday but not during single elimination on Sunday.  They will not be eligible for prizes.  The C National Qualifier will be Memorial Day Weekend in Palm Springs.  There will also be a B component.

E. Tournament Schedule:  This was reviewed as part of the Travel League reports.

*This meeting date was changed from April 24 to April 29.  Because of the anticipated high volume of appeals the format was changed from a conference call to a meeting.  Southern Cal has first option on having the meeting.  If they choose not to then the meeting will be in Hayward.

III.   Order of Business

A. Review Team List:  The committee reviewed the current team list to see if any team should be dropped from the list because it is no longer in existence.  Action taken included the following:

1. D&S Dragline:  Sam Ducato moved and Ben Hernandez seconded.  Dropped by unanimous vote.
2. Win River Casino:  Bob Chapel moved and Rick Appiano seconded.  Dropped by unanimous vote.
3. Bucks:  The team list will be edited to reflect the Bucks as a socal registered team.

The Committee reviewed the results of the National Tournaments to see if any team should be moved up in classification as required by code.

1. Taylor Farms:  Moved  from a “C” classification to “B” classification as a result of their 3rd place finish in the “C” Nationals.

The Committee reviewed all the California  teams that played in the “C” Nationals to determine if any of these teams should be moved to “B” classification.

As an opening for this discussion, Robert Hernandez made a presentation on his plans for the Southern California teams.  He plans on moving 7 teams from “C” to “B” and is meeting with the team representatives tomorrow October 2, 2005 to discuss his plans with them.  His basic rational for implementing this plan is to bring in new players and teams to the “C” level while at the same time improving the “B” program.  Currently the lower level “C” teams and players just learning the game are discouraged and are dropping out because the strong “C” teams are so dominant.  This plan will give them the opportunity to grow and compete and will make the new “B” teams stronger by playing better competition throughout the season.

There was a lengthy discussion by the committee members on the pros and cons of moving teams up in classification that weren’t required by code to move.  One of the major concerns expressed was the impact on teams going to National tournaments and the inconsistent application of classification levels by other states.   However the committee eventually agreed with the rational adopted by Robert Hernandez.  It was also agreed that this committee must take the appropriate action early and not wait for local committees to make recommendations first.

The committee agreed that the decision to move teams up from “C” to “B” had to be based on specific criteria.   In addition to the code requirement, the following criteria was adopted:

1. Winner of 4 or more games at the “C” nationals
2. Winner of a national qualifier
3. Winner of the regional tournament
4. Winner of one of the 7 weekend tournaments in the “C” travel league series.
5. Finished in the top 6 in total points in the travel league series.

The following teams were reclassified from “C” to “B” based on the above criteria.

1. West Coast Cardinals
2. High Reach
3. A-1 Tank
4. McLaughlin Air
5. King Real Estate
6. Bonanza Air
7. Savala Painters (Long Beach)
8. Savala Painters (Bakersfield)
9. Italian Athletic Club
10. Oroville Braves.
11. Nielsen Gamblers
 

The teams from Southern California that are going to be moved up or required to remain at the “B” level include:

1. Raymar (Currently “B”)
2. Rounders
3. Rude Pac
4. Prime Time
5. Black Sox
6. Amigos
7. RAW

Romie’s Angels will also be added to the “B” list.  They were reclassified to “C” in 2005 and played at that level until the Nationals at which time they played in the “B” nationals.  The team representative requested they be reclassified to “B”.

B. Review of Pitcher List:  The committee reviewed the current pitcher list to see if any pitchers should be removed because they are no longer competing or no longer in California.  The following pitchers were dropped from the list based on this criteria:

4. Dan Kolda
5. Larry Lohse
6. Bobby O’Brien
7. Steve Padilla
8. Kevin Pintes
9. Scott Sumptor
 

One technical change was made to the list.  Todd Garcia will show as being from Neveda not Greater San Joaquin.

The committee reviewed the list to see if any one on the current list should be moved up in classification.  The following pitcher was moved from the “B” list to the “A” list:

1. Phil “Sonny” Perkins

The committee then discussed the need to move pitchers up to the “B” list from the teams that are being moved up in classification from “C” to “B”.  However not enough information nor time was available to get into specifics.  John Gouveia will send to each committee member via e-mail, a player list from each of the teams that are being moved from “C” to “B”.  The committee members will review the list and make recommendations on the pitchers they think should be reclassified from “C” to “B”.  Robert Hernandez has already made a determination on the majority of pitchers he wants moved up and will finalize his decisions within the week and provide that information to John Gouveia.

C. Player List:  Robert Hernandez will update the player list based on the committees decisions on teams and pitcher moves in classification, and on team and pitcher drops from the current list.

D. Travel League Reports:

1. Bob Chapel gave a summary of the “C” tournament series in 2005.  He then handed out the dates and locations for 2006.  He will have to make a number of adjustments in plans because of the action of the committee to move teams up in classification.
2. Lance Elrod gave an update on the Central Cal travel league. He will also have to make some adjustments for 2006 based on the committees actions.
3. Robert Hernandez gave an update on the Southern California travel league.  He has set the dates and locations for his events for 2006.  He has 9 dates total and will probably have 9 “A/B” events and 7 “C” events.

Travel League Reports
Pacific Coast Series
They have had four events with a total of 28 teams participating.  Their next event has 18 teams participating.  With more teams coming out, securing enough fields is a problem.  They have three more events.

Central California
Three events so far for a total of 15 games per team.  Next date is June in Visalia.  They are looking for teams to play the weekend of July 16 – 17 in Tulare.

Southern California
Four events are complete with three more to go, four if a rainout can be made up.  Averaging 16 teams per tournament.

New Business:
Chapel requested direction from the Committee to allow ranked pitchers from R&W Heating to be allowed to pitch in a C tournament.  The Committee voted 6 – 0 to allow for the purpose of having the pitcher gain stats in Saturday’s games only.

Horner asked the question on the Salvala Painters – Long Beach and how the team that won in Utah differed from the team that played in the Central California C league.  Coleman informed the group that he had five players/pitchers that are not on his roster play in Utah.

Old Business
Hernandez informed the Committee that a roster for D & S Dragline could not be located for the timeframe that teams were being placed on the players list.  The Committee voted to remove the paragraph concerning D & S Dragline from the players list.

Next Meeting
Conference call is scheduled for the evening of June 27 at 6:00 PM.  Chairmen Gouveia will notify the Committee of the phone number to call.
